Cost of Doing Business in Türkiye

Türkiye combines an EU-facing operating environment with one of the most competitive cost bases in its region. These are the numbers that matter when you budget a Turkish operation in 2026.

Last reviewed: August 2026

Labour costs

The statutory minimum wage for 2026 is TRY 33,030 gross / TRY 28,075.50 net per month. With employer social security contributions added (16.75% in manufacturing with incentives, 19.75% in other sectors), the total employer cost of a minimum-wage employee is roughly TRY 39,200–40,200 per month — a fraction of comparable EU labour costs. Skilled professional salaries scale up from there but remain highly competitive against Western Europe, particularly in engineering, back-office and shared-services roles.

Utilities

ItemIndicative price (2026)
Industrial electricityUSD 85–130 / MWh (incl. VAT), by consumption band
Industrial natural gas≈ USD 0.046 / kWh for large-volume users
WaterUSD 0.12–0.93/m³ in organised industrial zones; USD 1.74–2.13/m³ municipal

Organised industrial zones (OSB) and free zones offer materially cheaper utilities and land than city-centre locations, plus their own incentive layers.

Office and address costs

A service company does not need physical premises to incorporate: a registered address (virtual office) in Ankara or İstanbul satisfies the legal requirement, with official mail handling included. This keeps fixed overheads for a new market entry close to zero until the business case justifies physical space.

Compliance overheads

Recurring administrative costs are modest and predictable: monthly bookkeeping and payroll administration, annual e-ledger and e-invoice infrastructure, and statutory filing costs. On a platform model these are bundled into a flat monthly fee tiered by transaction volume — so quiet months cost less, and there are no per-filing surprises.

Rule of thumb. A small foreign-owned service LLC in Türkiye typically runs on: registered address + monthly accounting + payroll for local hires. All three are available as fixed-price services, which makes the total cost of presence easy to model before you commit.
